In a widely unpublished meeting, President Bush met with Mexican President Vincente Fox and Canadian Prime Minister Paul Martin to adopt the "Security and Prosperity Partnership of North America" (SPP) . The "Harmonizing" of Immigration and Trade
The above map shows shows the routes of planned "NAFTA Superhighway Corridors", designed to speed the flow of people and goods between Mexico, the United States, and Canada.
The Superhighway will be a massive network of toll-roads owned by foreign investors, such as Cintra, who are funding this project.
At a February 16th, 2007 conference, organized by CFR member Robert Pastor (author of 'Creating a North American Community'), literature was handed out which discussed the facets of this proposed 'North American Community'. Included was a call for:
A common legal framework for the U.S., Canada and Mexico.
A North American Court of Justice (with authority to overrule the U.S. Supreme Court).
A North American Trade Tribunal.
A Charter of Fundamental Human Rights for North America.
There was even some discussion of a North American Parliament.
Even the contoversial "Secure Borders, Economic Opportunity and Immigration Reform Act of 2007" (often called Bush's Amnesty Bill), which was defeated due to a huge public outcry, cites the SPP agreement (from March 2005):
From p. 211 of the 5/18/07 11:58pm version: "It is the sense of Congress that the United States and Mexico should accelerate the implementation of the Partnership for Prosperity [SPP] to help generate economic growth and improve the standard of living in Mexico, which will lead to reduced migration".
This makes a very good point! Why should they immigrate to the U.S. if they can have all the same benefits (Social Security, Healthcare, Welfare Services) while staying home?
