The key to understanding most "top-tier" candidates is found in understanding ...
While this topic seems to baffle most members of Bush's own party, and has radio talk show hosts making up creative explanations, it is really very simple . . .
Before you believe what the media says about his chances of winning, note that his popularity skyrockets after every GOP debate that dares let him attend!
Who is the CFR?

Founded in 1921, The Council on Foreign Relations (CFR) is a self-appointed, private organization, that has had tremendous influence in directing the foreign policy of the United States.
At the outset of the organization, founding member Elihu Root said the group's mission should be to "guide" American public opinion.
Their Influence
According to www.cfr.org (their official website), they claim “Through its membership, meetings, and studies, it has been called the most powerful agent of United States foreign policy outside the State Department.”
How influential have they been?
It has today about 3,700 life members (plus five-year term members), which over its history have included senior serving politicians, more than a dozen Secretaries of State, former national security officers, bankers, lawyers, professors, former CIA members and senior media figures. Nearly every "top-tier" presidential candidate and former US president since WWII, as well as the majority of State Department influentials. As a private institution however, the CFR maintains through its official website that it is not a formal organization engaged in U.S. foreign policy-making.
The news headlines could read like this:
"In 2004, CFR Affiliate* George W. Bush defeated CFR Member John Kerry."
"In 2000, CFR Member George W. Bush defeated CFR Member Al Gore."
"In 1996, CFR Member Bill Clinton defeated CFR Member Bob Dole."
"In 1992, CFR Member Bill Clinton defeated CFR Member George H. W. Bush."
"In 1988, CFR Member George H. W. Bush defeated CFR Member Michael Dukakis. "
"In 1984, Ronald Reagan** defeated CFR Member Walter Mondale."
"In 1980, Ronald Reagan** defeated CFR Member Jimmy Carter."
and on and on ...
*although his close ties to the CFR are apparent, no proof of George W. Bush's membership has been found.
**Perhaps due to his widespread popularity, Reagan was the first president in many years who was not a member or close affiliate of the CFR. Some things even they can't stop.
Journalist Charles Kraft, a member of both the CFR and its funded Trilateral Commission, said the Council "comes close to being an organ of what C. Wright Mills has called the Power Elite – a group of men, similar in interest and outlook, shaping events from invulnerable positions behind the scenes."
The Council says that discussions at its headquarters remain confidential, not because they are secret, but because the system allows members to test new ideas with other members.
Their Foreign Policy
(Remember, they are not engaged in U.S. foreign policy making. They just make recommendations, and then their members, who fill the majority of high-ranking political offices, carry them out.)
Forming "Trade Unions" and "Trade Treaties", and erasing national borders:
Once the subject of many Conspiracy Theories, the CFR’s plans to establish a North American Union (NAU) is now so out in the open and well documented, it has moved up from the status of conspiracy theory to being the subject of many main-stream media reports.
The CFR’s objective with the NAU is the undermining of the U.S. Constitution through the dissolving of our national sovereignty, and the establishment of a multi-national government that is a higher power than our U.S. Government and U.S. Constitution.
This NAU plan, which would be considered treason by our Founding Fathers, is considered “progressive” by many modern politicians.
According to Carroll Quigley, CFR member, and Mentor to Bill Clinton:
“The Council on Foreign Relations (CFR) is the American Branch of a society which originated in England … (and) … believes national boundaries should be obliterated and one-world rule established.”
From Admiral Chester Ward, Former CFR member and Judge Advocate General of the U.S. Navy:
“The main purpose of the Council on Foreign Relations is promoting the disarmament of U.S. sovereignty and national independence and submergence into an all powerful, one world government.”
“Once the ruling members of the CFR shadow government have decided that the U.S. Government should adopt a particular policy the very substantial research facilities of (the) CFR are put to work to develop arguments, intellectual and emotional, to support the new policy and to confound and discredit, intellectually and politically, any opposition.”
And all of the following from Richard N. Haass, CFR President:
“… states (traditionally meaning countries) must be prepared to cede some sovereignty to world bodies if the international system is to function.”
“Some governments are prepared to give up elements of sovereignty to address the threat of global climate change.”
“… sovereignty must be redefined if states are to cope with globalization.”
“Globalization thus implies that sovereignty … needs to become weaker.”
“States would be wise to weaken sovereignty in order to protect themselves …”

*A CFR Affiliate is anyone who has taken an active part in the meetings, activities, and agenda of the Council on Foreign Relations.
Just as CFR affiliate President George W. Bush has done, they can be expected to appoint CFR members to many key positions within their administration, and to help further the agenda of the CFR.
